What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to find and purchase upgrades.
Boosters

Certain boosts can only be used in specific builds (such the Whistan's Shield, which is for FB Sorcs) While others are valuable to collectors.
Certain items come with inherent boos that are less beneficial when upgraded, for example the Goldwrap which gives extra potion slots. They are usually upgraded to inject more value into a perfect or near-perfect item.
Costs
There are a few costs that are associated with upgrades to items. The first is the upgrade itself. It can be costly and is dependent on the new value of the item and the number of perks it gets. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the cost of the items required for an upgrade. The items used are usually either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). The amount of these materials needed can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. Based on the magnitude of the upgrade, it can take up to 8 hours. The upgraded item's base stats are calculated by using the new ilvl of the item bonus, perks, as well as other properties. This calculation determines the new Armor Class bonus, damage dice, and other crucial stats. In some cases an upgrade may grant additional benefits. These perks are offered on a list.

A Blacksmith Blessing or an upgraded version, can be used to increase the likelihood of an upgrade being successful. This item can be helpful in the event that your item or weapon is near or has reached the highest level of its tier. It will allow you to upgrade that piece of gear to the next level without risking it breaking.
If an upgrade fails it will be restored to its initial state. This is often a downgrade, but can also be an upgrade. Save an upgrade until you're close to the maximum level for an item.
There are many items in the Kafra shop that can be used to increase the chances of an upgrade succeeding. You can increase your chances of success by upgrading your equipment multiple times with HD Oridecon and HD Elunium. The rate of success will be enhanced if you boost the chance of getting a Double Mint by Shoe-Minting five times.
Failure Rate
The upgrader for items allows players to add an additional card slot into their equipment. These slots can be used to apply an enhancement or enchantment to an item.
